I support the motion and commend an Teachta Kerrane for bringing forward all the solutions, which I hope the Minister takes on board. I want to get to a point where we have the €200 per month childcare promised not just by a lot of parties before the last election but also by Government representatives. That simply has not been delivered. Even if we get to that point though it is not going to be of value to many parents because they cannot get access to childcare in the first place. I attended a public meeting in Tramore, County Waterford a number of weeks ago. All the Oireachtas Members and local councillors were invited and it is a really good example, and one I ask the Minister to look at, of a town with a growing population that has not seen the investment in childcare facilities it needs. Parent after parent was talking about the impossibility of finding appropriate early education or childcare. It was a real barrier for some parents, especially women, getting back to work or finding full-time employment. There are new housing developments where the buildings allocated for childcare are empty and childcare providers say there is a real battle to provide services there because the subsidies do not exist or are not good enough. There is bureaucracy and lots of reasons and it is just not cost-effective - that is one of the issues. If we have new housing developments where there is a promise of childcare facilities as part of them but they are not being provided it is a failure of Government and Government policy. What the parents asked me to convey to the Minister is they want her to do a pilot project in Tramore of a State-led childcare facility and look at capital investment. The crucial issue providers and parents also raised with me is staffing. There is huge staff turnover. We cannot get the staff. There are obviously issues with pay. We have been asking the Government to deal with those for a long number of years. It is a major impediment to providing childcare places. Tramore is only one example of many towns, cities and rural areas where childcare is unfortunately non-existent or simply does not have the capacity it should. I am hoping the Minister will listen to what we are saying and take on board the solutions that are in our motion.
