The provision of childcare services is an area in which I have had a particular interest and involvement for over 30 years. The Elm Park area childcare committee brought together community activists and parents from this area of Clonmel with the aim of providing a not-for-profit childcare service for the area. Clever Clogs, as we know it, is a community-based facility which provides a not-for-profit, quality childcare service in a purpose-built unit, supported by the local community. It has a local board of management, committee staff and parents. It receives exceptional support from the county childcare committee. As chairperson of the board of management, I express my thanks and appreciation to all those involved in Clever Clogs, particularly the manager and staff of the centre, the parents and my fellow board members. There are huge challenges currently facing the early-years sector. They include serious deficiencies in capacity; thousands of children on waiting lists; some parents paying up to €800 per month for childcare costs; poor pay and conditions for staff; and serious problems in recruitment and retention of staff. The current situation is untenable in the long term. The only solution is the roll-out of a publicly funded and delivered service. This is increasingly the view of all those operating in the sector and of those observing it, including the citizens' assembly; the United Nations Committee on the Rights of the Child, UNCRC; the United Nations Committee on the Elimination of Discrimination against Women, CEDAW; and Together for Public, an alliance of over 40 organisations, including the National Women's Council of Ireland, trade unions, academics, the Society of St. Vincent de Paul, early childcare educators and many other civil society organisations. Childcare must be seen as a right for all and not as a commercial service. That means having a public childcare service similar to our primary schools. There should be a guaranteed legal right to affordable, accessible and universal early education for ever child. There should be better pay and conditions for early educators, who should be paid directly by the State. Public childcare is also a key issue for equality. We know that where the public system operates, women are much more likely to participate fully in society, whether that be in work, education, the arts or even in politics. The biggest obstacles for lone parents entering the workforce are the high cost and lack of availability of childcare. A public childcare service would certainly help in this regard. I thank Sinn Féin for bringing forward this motion, which I support.
